Hy Lord Duke,

I have the honour to inform Your Grace that I have had under consideration the establishment of Medical Officers attached to the Sanitary Department of this Colony and I submit that the great expansion of residential areas that has taken place beth on Hongkong and at Kowloon now warrants the appointment of a third Medical Officer of Health.

If you approve, I should be glad if steps may be taken for the appointment of such an officer, so that he can arrive in the Colony at the commencement of next year. The usual form of particulars is attached,

In anticipation of your approval provision will be made for this new post in the Estimates for 1924.
